When Web London, a member of the FBI's Hostage Rescue Team froze up psychologically on a drug raid, he became the sole survivor of an ambush. He must investigate why he froze, and who caused the massacre. He is sure that it is either a white supremacist terrorist cell or D.C. drug dealers. There are a series of murders which lead him to the driving force behind the killing, a force which comes as a shock to all. Web in trying to find why he froze on the night of the raid is assisted by psychiatrist, Claire Daniels, whose life becomes threatened by her involvement with Web.

Baldacci has given us another exciting thriller with continuous swift action. The characters, both good and bad, are believable and well-drawn. The atmosphere in D.C. and in the Virginia countryside is well presented. There is a sense of conspiracy and betrayal which contributes to the suspense of the story. The reader is also given a thorough account of the training of the Rescue Hostage Team and of the running of a Virginia horse farm.
