      W. Cooper, CIA agent in charge in Tortola, British Virgin Islands, is living a relaxed life until he agrees to help Captain Gillespie, head of the Royal Virgin Islands Police Force, dispose of smuggled Mayan gold artifacts. Things go wrong. Sudden deaths occur to anyone (except Cooper) who has been involved with the artifacts. To learn the reasons for this, Cooper follows the leads into the jungles of Guatemala. There he discovers the skeletal remains of the entire population of a native village, some 40 years old. Nearby are the remains of demolished buildings, which Cooper ascertains are from experimental laboratories that probably caused the deaths of the villagers. He suspects that this was a clandestine laboratory of the U.S.

Meanwhile, young CIA analyst, Julie Laramie, has been assigned to work on the case of a terrorist who set off a biobomb prematurely.

Benjamin Achar, a package delivery company driver, deliberately blew himself up in his garage in Fort Meyers, Florida; the explosion released a deadly virus that killed more than 100 people within 2 weeks.

Laramie sets up a staff of three and recruits Cooper to assist her. They must determine whether this is an isolated incident, or if Achar has associates or sleeper cells to duplicate his actions. The group determines that Achar had deliberately set off a less deadly bomb in order to draw the attention of the authorities to the threat to the country. Laramie and Cooper find themselves traveling to Cuba and then to the base of the terrorists. They find a connection between Cooper's discovery of the Central America village and the deadly virus. Cooper ends up in San Salvator visiting the head of state to gain the list of the hidden terrorists. In doing this, he relives his traumatic experiences in a mission gone wrong. Laramie and Cooper’s combined efforts will hopefully unveil the sleeper terrorists before they can release their deadly weapon.

Public Enemy is an action packed thriller with realistic characters. The relationship between Laramie and Cooper has been well developed. Cooper is the man you would want to support you in time of trouble. There is condemnation expressed concerning the secret experiment in the biochemical area. The atmosphere of the trek through the jungle is steamy and vivid.

This subject is a timely one in these days of possible terrorist attacks.
